This website is designed to adjust the width of the content to fill the browser window entirely. Therefore the width of the columns is different on each device.
Static banners are not possible with this setup, but responsive banners leave much more room for your messages to the customers.
The sizes above are an approximate value, a 420 x 490 px banner may be displayed as 350 x 700 px, if the device is less wide and the content pushes the lower border of the frames (divs) downwards.
Best practice on creating responsive banners is to separate the background image and the written content with logo for example. Use a larger jpg image for the background and use a transparent png file for the message / logo to be placed on top of the background image. The proportions of the message image will remain the same, only the overall size will be reduced when the ad is narrowed by the device.
You may also name a background color instead of an image, on which your message and your logo should be placed.
